How do i start my editorial about cell phone use during school?

I’m writing an editorial for my school newspaper about cell phone use and how we should be permitted to use our cell phones at lunch at my school. What would be a good way to start it off? Also, any suggestions on how I should organize it would be great! Thanks in advance! :))
